The Sustainable Groundwater Management Act (SGMA) is a state-wide planning and information law that requires local cooperation but this is nothing new to the Sacramento Valley. Our North State special districts, counties and cities have been collaborating and cooperating for decades. The following independent Groundwater Sustainability Agencies (GSAs) have signed a cooperation agreement to develop, adopt and implement a single Groundwater Sustainability Plan (GSP) for the Butte Subbasin as outlined in SGMA enacted by the State of California in 2014.
